Directorate of Crop Services

The Directorate of Crop Services (DCS) is a technical Directorate of the Ministry of Food and Agriculture under the Ghana Civil Service.

 VISION

To become a highly professional and competent technical public institution dedicated to promoting quality information and to determine the appropriateness of technologies for dissemination to ensure sustainable development of the crop sub sector.

MISSION

To promote the production and facilitate the processing, distribution and marketing of food, industrial and export crops; quality planting materials and the efficient use and management of soil and water resources for sustainable agriculture production.

FUNCTIONS OF THE DIRECTORATE

The functions of the Directorate under the Ministry of Food and Agriculture are as follows

  1. Facilitate and promote the development and production of food, industrial and export crops, in line with the policy of the Ministry of Food and Agriculture.
  2. Facilitate the development and distribution of improved planting materials for farmers in collaboration with Research, Extension Services Providers and private sector.
  3. Provide technical support to the Regional and District Agriculture Development units on improved agronomic practices, efficient use and management of soil and water resources and design interventions to solve major constraints militating against the crop sub sector.
  4. Initiate, monitor and coordinate national programmes/projects in the crop sub sector.
  5. Liaise with relevant stakeholders and institutions for sharing of information towards improved production, packaging and marketing of crops and crop products.
  6. Advise the Minister of Agriculture on policy issues relating to the crop sub sector development.

Our technical entities are as follows:

  1. Seed Service/Agricultural Stations/Block Farm Unit
  2. Food crops (Root/Tubers and Plantain, Cereals and Legumes)
  3. Tree & Industrial Crops Unit (cotton, oil palm, cashew, rubber, coconut etc)
  4. Environment, Land & Water Management Unit
  5. Horticultural Crops (Fruit and Vegetables)

WE ARE RESPONSIBLE FOR

  1. Advising the Minister of Food and Agriculture on policies relating to the crop sub sector development.
  2. Ensuring that there are planting materials (seeds) in adequate quantities at affordable prices and at appropriate times and places.
  3. Promoting the production of food, industrial and export crops in the country.
  4. Monitoring the development of the crop sub sector.
  5. Facilitating the capacity building of staff in the districts.
  6. Providing technical advice to the public on all crops within our mandate.
  7. Supervising of all projects/programmes under the Directorate
  8. Promoting the sustainable use of soil and water resources for agricultural production.
  9. Recommending issuance of permits and waivers for the importation of agricultural materials for the crops sub-sector/industry.
  10. Sourcing, soliciting, and analyzing information for the crop sub sector development.

Process application for subsidy (seeds and fertilizers)

  • Receive application from clients after adverts

2.

Registration and Release of crop varieties

Twenty-four (24) months

  • Receive application from client through the Chairman of the National Seed Council (NSC)
  • Application forwarded to NVRRC
  • Approved fees paid at the Account Unit of PPRSD
  • Required inspection and analysis conducted
  • NVRRC communicate recommendation on candidate varieties for release to NSC
  • Sector Minister is notified of the outcome
  • Variety is catalogued
  • Application letter and accompanying Dossier of descriptors
  • Sample of seed deposited at PPRSD
  • Business registration and incorporation certificate

3.

Provision of Technical Services for adaptive trials on Seeds and Fertilizer

Three (3) – Twelve (12) months depending on the type of seed/fertilizer

  • Receive request
  • Develop technical guidelines
  • Collect and analyse data
  • Analysis communicated to client
  • Make a formal request to the Director
  • Evidence of payment

Provision of Technical Information and Advisory Services:

  • Ecological and organic agricultural principles and practices
  • Green Label Scheme
  • Issues related to climate smart agriculture
  • Environment, sustainable use and management of natural resources
  • Released crop varieties in the National and Regional catalogues
  • Suitable areas of intervention
  • Technical feasibility of projects
  • Seed and fertilizer subsidy.
  • Crop-subsector policy directions, programme formulation and implementation plans.

  4. The registry staff are trained and shall receive added training on how to attend to clients needs
